I think it is a case of her seeing herself as the Queen of her own domain with absolute authority over everyone in the area. As far as she is concerned, her authority is all that matters, and if it causes property damage and/or deaths...oh well (shrugs shoulders).

This is absolutely unacceptable! It's dangerous and selfish for Karen to put a lock on the gate that restricts access to the town's emergency water supply. People's safety should always come first. Karen needs to remove the lock immediately before any serious consequences occur.

You think a locked gate going stop a multi-ton tanker truck? They would have gone right though and called the cops at the same time.
My department had four 5-ton and three 2-1/2 ton personnel carriers, that we modified by taking the bed off, then we put three 600 gallon interconnected tanks on.
We put a 6-inch intake valve that filled all three tanks at the same time, then we ran water lines to two positions in the back, two positions right in back of the cab, and one position in the very front.
When we were done building on the truck, we would have 6 people per truck.
We could have either kept driving forward, backed up over the gate, or used the front or rear winch.
That gate would not have a chance against us.
This is a huge safety risk for the town!
Honestly even real cops who block EMTs and Firetrucks should be arrested for blocking access to Emergency equipment. It's not a game. People's lives are at risk.
Should blocking emergency access-whether by a Karen, a cop, or anyone-automatically come with jail time?

Why did the Firefighters NOT rip the gate down? They have a very big and heavy tanker truck, so no gate will stop them. Then, they informed the Police of the hazard to life and limb. I remember when they had a life-saving training at the condemned two houses down the street. Took the City a year and a half to eliminate the rest.

Jumping to “no authority” ignores the possibility that she thought she was doing the right thing. Still wrong? Probably. But intent does matter when we’re talking about how we judge someone’s actions.

I feel that Karen in the story for putting a padlock on the gate to emergency services water access that home that got burnt down make her and only her to pay for the rebuild of that burnt down house. Also the money doesn't come out HOA funds it comes out of Karens own pocket.

I don't think so. Saw 17 three times, Gate E-17, 17 Miles, and 2017. Also tried to find the meme mentions or any news about this since he said there was to news vans that pulled up. Nothing. Also, since it was 2017 they added the valve and a mention of it being used three years in a row, that would put it probably 2020 to 2022 assuming they did not use it every year since it was installed, and yet no mention of covid.

There's a lot of holes in this story. A wise board will engage a building management company that looks at liabilities like vendors being licensed and insured, vetting contractors, construction plans and everything that will allow the board to go about their lives without micromanaging a duck swimming in a joint association owned pond with a fountain in it. A bag of garbage sitting on the floor by the garbage chute? The board will ticket you. If it's a home owners subdivision a lawnmower service is contracted. Usually the same as plowing services. But a board member going out of their way for drama as an enforcer? Time somebody got her a subscription to You Tube or Amazon Prime. Or find an author that knows something about the topic which they are writing about. Was OP a HOA member even? His property wasn't it? If they were giving him fines that would say yes. Who in their right mind vote themselves into one?
